Zero income tax, 3.5 million Indians already there, and flights from Mumbai every hour. The easiest international transition for most Indians.
UAE has no personal income tax. Zero. Your Indian pension, rental income from Indian property, dividends, investment returns remitted to UAE. None of it taxed by the UAE government. For Indians managing large portfolios or significant pension income, this is the headline benefit. The DTAA with India handles the Indian side of the equation. (Combined with NRI status in India, this is one of the most tax-efficient retirement structures available.)
3.5 million Indians live in the UAE. This isn't just a number. It translates to Indian banks operating locally, Indian hospitals, Indian grocery stores, Hindi TV channels, Indian schools for grandchildren who visit, and an active social scene. The cultural adjustment from India to Dubai is genuinely smaller than any other international move.
Mediclinic, Cleveland Clinic Abu Dhabi, American Hospital Dubai. Internationally accredited, English-speaking, and for many Indian patients, easier to navigate than India's crowded top hospitals. Costs are higher than Thailand but the standard is excellent.
Dubai to Mumbai is 3 hours. Dubai to Delhi is under 4 hours. Flights run all day, every day, at competitive prices. For retirees who want to stay close to family in India, no international destination comes close to this convenience.
Indian banks including SBI, ICICI, HDFC, and Axis all operate in the UAE. Managing your Indian accounts from Dubai, remitting money, and keeping everything connected is significantly easier here than in Europe or Southeast Asia.
UAE is expensive. These are real numbers, not optimistic estimates. (Exchange rate: AED 1 = Rs 26 as of September 2026.)
| Category | Normal | Premium |

| Housing (2BR apartment, Dubai) | Rs 1,04,000-1,56,000 | Rs 2,60,000+ |
| Food and Dining | Rs 26,000-47,000 | Rs 78,000+ |
| Healthcare (private insurance) | Rs 13,000-26,000 | Rs 52,000+ |

Abu Dhabi is roughly 10-15% cheaper than Dubai for housing. Sharjah is cheaper still but requires commuting into Dubai for many services. Exchange rate: AED 1 = Rs 26 (September 2026).
Two main routes for Indian retirees. Both are renewable. Neither leads to permanent residency or citizenship.
Available to those aged 55 or older with at least 15 years of work history. You need to meet one of three financial conditions: property in the UAE worth AED 2 million (approximately Rs 5.2 crore), financial savings of AED 1 million (approximately Rs 2.6 crore), or annual income of AED 180,000 (approximately Rs 46.8 lakhs per year). If applying through Dubai specifically, the income requirement is higher at AED 240,000 annually (approximately Rs 62.4 lakhs). These are the federal and Dubai-specific thresholds respectively - make sure you're applying the right one. The visa is valid for 5 years and renewable. Your spouse and dependent children can be included. No path to permanent residency or citizenship.
Property investment of AED 2 million (approximately Rs 5.2 crore) qualifies for the Golden Visa. This gives a 10-year renewable visa for the holder and immediate family. It's more stable than the retirement visa because it's based on an asset rather than ongoing income levels. No minimum stay requirement. Strong choice if you're buying property in UAE anyway. Still no path to citizenship.
The UAE's private healthcare system is excellent. Cleveland Clinic Abu Dhabi, Mediclinic Dubai, American Hospital. These are internationally accredited facilities with English-speaking staff and clinical standards that match anything in the West. The costs are significant but manageable with private health insurance.
Health insurance is mandatory in Dubai and Abu Dhabi. Private comprehensive coverage for a couple in their 60s typically runs AED 18,000 to AED 30,000 per year (Rs 4.7 to 7.8 lakhs). Factor this into your budget calculations. The mandatory insurance also means the system is better regulated than in many other retirement destinations.
There are 3.5 million Indians in the UAE. They are the largest single expat group in the country. This means Indian banks, Indian temples, Gurudwaras, Indian restaurants across every price point, Hindi newspapers, Indian TV, Indian social clubs, and Indian professionals in every field including medicine, law, and finance. The social transition for Indians to UAE is the smallest of any international move. Some people describe it as moving to a different Indian city, which is an exaggeration, but not by as much as you'd think.
UAE has no personal income tax. Your Indian pension, rental income, dividends, and investment returns are not taxed by the UAE. The UAE introduced a corporate tax of 9% in 2023, but this applies to businesses and companies, not individual retirees drawing personal income.
India and UAE have a DTAA. This means income taxable in India isn't also taxed in UAE, and vice versa. Once you establish NRI status in India (by spending fewer than 182 days in India per financial year), your Indian-sourced income is governed by the NRI tax framework. This combination, UAE zero personal tax plus NRI status in India, is one of the most favourable structures for Indian retirees with significant income.
Note: The 2023 corporate tax doesn't affect personal income. But if you operate a business from UAE, that changes the calculation. Get advice specific to your income structure from a cross-border tax advisor.
